Why Bangladesh Needs CCoE
Bangladesh’s rapid digital growth has outpaced cybersecurity readiness across the public sector, industry, and academia. Gaps in trained workforce, operational maturity, and structured research leave institutions exposed and the talent pipeline underdeveloped.
CCoE was established to close those gaps — with a coordinated, community-oriented national platform that addresses cybersecurity capacity from the ground up.
- Our mandate covers six areas:
- Standardized cybersecurity training programs in Bangla and English.
- Grassroots reform of cyber education from school level upward.
- Community-oriented SOC and CSIRT capability support for institutions.
- A national cyber range for simulation-based, hands-on learning.
- Applied research and methodology validation.
- Policy dialogue to strengthen the national cybersecurity ecosystem.
- Inclusive talent development with a minimum 30% female participation target.

How CCoE Is Governed
CCoE operates under a defined four-tier governance model that separates policy oversight from operational delivery. An advisory board provides strategic direction. The Phoenix Foundation maintains governance and policy. CCoE program leadership manages delivery design. Operational implementation is handled by TTPG Pvt Ltd.
This structure ensures accountability, ethical practice, and independence from political influence.
